2006 Outlaw Hobby Rules
GENERAL TRACK REGULATIONS
1. WAIVERS - All drivers, pit members, and all other persons must sign a waiver form before being allowed in pit area. Anyone under 18 years of age must have a signed and notarized consent form from his or her parent or guardian, which must be in addition to the signed waiver. Pit Pass MUST be in plain site at all times. Anyone that has not signed waiver and is without proper pit pass will be removed from the facility. Should it be determined that a driver, or crew knowingly allowed persons into pit area without signing waiver and receiving a pit pass, the car will disqualified for the evening, and driver and crew will be removed from the facility. Any entry fees paid will be forfeited to the speedway.
2. SIGNING the waiver form will be considered evidence that the entrant has read and understands the contest rules regulations, program and pay off, and agrees to compete accordingly. No person will be allowed to sign any forms for another person.
3. CONDUCT not becoming a gentleman or lady, lack of cooperation with track officials, violations of contest rules or attempt to influence a competitor to violate contest rules will mean forfeiture of prize moneys and points earned and/or suspension. All drivers and car owners are responsible to see that their crew and families are familiar with the rules and regulations of Cresco Speedway.
4. DRIVERS will be the person responsible for the actions of their crew and/or family. The drivers shall be the sole spokesmen for the crew and owner in any and all matters pertaining to the program and only the driver shall take part in any arbitration with officials in charge.
5. NO DRIVER, CAR OWNER, CREW MEMBER, OR FAMILY MEMBER shall have claim for damages, expenses or otherwise against Cresco Speedway and its management by reason of disqualification, or damage to, either car or driver or both. Car owner, driver and crew agree that the track is in safe condition if they take part in any racing activity.
6. CRESCO SPEEDWAY reserves the right to subject any car to a mechanical inspection at any time. The speedway further reserves the right to disqualify any member from competition or any car from competition.
7. IT WILL BE THE RESPONSIBILITY of the driver and crew to tear down a car for inspection when requested to do so by officials. Failure to do so will result in disqualification and forfeiture of prize moneys and points earned to date, and possible suspension.
8. ALL DRIVERS, CAR OWNERS, CREW AND FAMILIES assume full responsibility for any and all injuries sustained including death and property damage, at any time they are on the speedway property, en route thereto and there from.
9. ONLY ONE TOW VEHICLE per car will be allowed in pit area. Once car enters pit area it cannot leave and return again that evening.
10. IT IS THE RESPONSIBILITY of all drivers to bring to the attention to an official any unsafe equipment or practices used by any rules infraction of any car or driver.
11. ALL DRIVERS & CAR OWNERS must provide Cresco Speedway with their Social Security number for income tax purposes. IRS tax form 1099 will be issued to drivers or car owners who earn more than $600 in purse winnings at the end of the racing season.
12. ALL DRIVERS MUST BE at least 16 years of age. Drivers under the age of 18 years must have a signed and notarized parental consent form signed by parent or guardian, and said form must be in possession of Cresco Speedway officials before participation is allowed. Participants may be required to undergo a physical examination before being allowed to compete.
13. NO ALCOHOLIC BEVERAGES allowed in pit area. Drinking of alcoholic beverages by driver and crew on the racing premises prior to or during any race program is forbidden. Any persons who show evidence of consumption of alcoholic beverages will be removed from the premises and will be subject to a fine and/or suspension.
14. USE OF ILLEGAL DRUGS at any time will be cause for immediate suspension and fine.
15. ANY OFFICIAL may use their discretion in determining whether a person is under the influence of alcohol or illegal drugs.
16. INSURANCE FOR CRESCO SPEEDWAY: Medical coverage is “excess coverage”, meaning the injured person’s own insurance is primarily responsible for coverage. Any medical expenses (up to a certain limit set by Cresco Speedway) not covered by the injured person’s are submitted to the speedway’s insurance carrier for payment. Any persons injured must fill out an accident report and provide the Cresco Speedway with all information needed to provide coverage of any claims. In order for speedway insurance coverage to be considered all injuries must be reported the same day as they were incurred. Any injuries suffered at the speedway that are not reported the same day they occurred to Cresco Speedway officials will disqualify that person’s claim for insurance benefits.
17. INJURIES TO ANY PERSONS DUE TO ROUTINE MAINTENACE OR REPAIRS to vehicles not owned by the Speedway are not the responsibility of Cresco Speedway.
18. ANY PERSONS RECENTLY INJURED in any type of accident that requires medical attention must provide Cresco Speedway with a waiver to compete signed by the person’s doctor, before the person can compete at the speedway.
19. ALL PARTICIPANTS (driver, crew and families) are expected to conduct themselves in a sportsmanlike manner at all times. The driver is ultimately responsible for the actions of himself, crew and families.
20. ANY CAR not meeting the minimum standards will not be allowed to compete.
21. EIRI (except in rare instances). Cresco Speedway officials will decide any items not covered by the rules and regulations. Decisions of these officials are final and binding without exception.
PROTESTS AND PENALTIES
1. DRIVERS ONLY will be allowed to make protests. To be eligible to do so drivers must have completed the event.
2. ALL PROTESTS must be in writing and be filed within one-half hour after the feature race of the specific class involved. A $50 fee is required with all protests. Protest must be specific in charges and alleged violations committed. In the case of protest of rules violations, the driver protesting is also subject to inspection.
3. ALL COSTS AND EXPENSES incurred during protest shall be assessed against the party against whom the decision is rendered.
4. NO PROTEST will be allowed after prize money has been paid.
5. AUTOMATIC PENALTIES as follows:
a. Rowdyism, fighting or demonstrating
-- 1st violation; minimum $500 fine/suspension.
-- 2nd violation; permanent suspension.
b. Foul driving
-- 1st violation; disqualification from evening’s event, forfeiture of points, entry fees and prize money earned for that event.
-- 2nd violation; fine of $100 plus same penalty as 1st violation, plus suspension.
c. Rules violations: Same as “Foul Driving”
d. Repeated violations, permanent suspension
e. Assault of track personal; permanent suspension and charges by law enforcement officials.
SAFETY
1. ALL CARS must have an approved type of five-point safety seat belt and shoulder harness equipped with a quick release buckle. Both ends of seat belt must be fastened to the frame of the car with aircraft quality bolts not less than .375 diameter. A steel plate must be welded to the frame on the right side of driver so belt will be brought down in such manner that it will prevent driver from sliding from side to side under the belt. All seat belts must be installed at a 45-degree angle to driver’s hips. Shoulder harnesses coming from behind the driver must go over both shoulders so that driver will be held securely in the seat. Seat belts and shoulder harness recommended not being more than one year old. Shoulder harness must be mounted securely to roll cage.
2. ALL CLASSES, DRIVER’S EQUIPMENT -- SNELL SA90, SA 95 or SA 2000 approved type racing helmets are to be used. No miner’s, football, motorcycle or plastic helmets. Helmet must be worn at all times car is on speedway, and must be with car at time of inspection. SFI approved full fire suit, fire retardant gloves, fire retardant shoes and neck brace required by all drivers in all classes.
3. ALL CARS MUST HAVE FULL SIZE DRIVER’S WINDOW NET (minimum size 16” x 20”) or driver arm restraints. Window net to be mounted on driver’s side so latch is at top front of window.
4. EACH PIT crew shall have in its possession in working order in its pit area during the race program a fire extinguisher with minimum capacity of 5 pounds.
5. OFFICIALS and emergency crews only allowed on track and infield area during racing program.
6. DRIVER is to remain belted in car if car is disabled on or near track.
7. ALL CARS must have fire extinguisher within reach of the driver with approved bracket (NO tape, etc.). Kill switch required within easy reach of driver. Switch must be clearly marked “OFF” and “ON”.
8. NO EVENTS shall be run unless EMT’s are on the premises.
9. NO NITRO or other liquid oxygen type fuels of a highly volatile nature shall be used or added to the regular fuel supply.
10. ALL CARS will be subject to safety inspection at any time by officials.
11. DRIVE SHAFT LOOP REQUIRED IN ALL CLASSES. Must be 360-degree loop, constructed of at least .25 inch by 2-inch steel. Must be mounted 6” back from front of drive shaft. Drive shaft must be painted white.
12. ALL CARS MUST have front and rear tow hooks. All cars must have hood in place to start racing events.
13. NO TITANIUM, MAGNESIUM or CARBON FIBER products, parts or components allowed!
14. NO GUN-DRILLED, TUBULAR or HOLLOW BOLTS OR STUDS.
15. STEEL DOOR PLATE REQUIRED IN ALL CLASSES. 18 gauge or .049 minimum thickness steel must be securely welded to outside of door bars on driver’s side. Plate must cover the area from the top door bar to the rocker panel and from the rear down post to AT LEAST fives inches in front of the seat. STRONGLY RECOMMENDED plate extends to cover lower leg and foot area. Plate must be visible for inspection.
BODY & FRAME
1. 1950 or newer American made stock passenger automobile with factory steel top. Sunroofs and T-tops must be reinforced and enclosed. No station wagons, convertibles, front wheel drive, 4-wheel drive or rear engine cars.
2. Wheelbase will be 109” minimum for unibody cars, 107 1/2” minimum for full frame car. No more than 1” difference side to side.
3. Ford unibodies, 1980 or newer, may be replaced with full frames. The motor may be no further rearward than the #1 spark plug hole aligning with the centerline of the upper ball joint. Frames must not be altered for motor placement. Motors in all other makes must be in stock location.
4. Frame must match body (i.e. Ford to Ford, GM to GM, Dodge to Dodge).
5. All bodies must be OEM steel and strictly stock. No aluminum or plastic body parts unless factory stock to the car. No altering or channeling of body allowed. No spoilers, wings, air scoops, etc. that alters the stock appearance allowed.
6. Full floorboards must remain intact and visible with a metal firewall-separating driver from fuel tank and trunk area.
7. Firewall between motor and driver must be in stock position. All holes must be covered.
8. All glass, plastic, upholstery, rear seat, lights, mirrors and chrome must be removed. No interior tin or other covers. All doors must be secured shut.
9. Fenders may be reasonably trimmed for tire clearance only.
10. The front inner wheel wells may be removed. Rear wheel wells must remain in stock position.
11. All hoods and trunks must remain stock and must be securely fastened. Hoods may be gutted, and back of hood must be sealed off from driver compartment.
12. All cars must have a high backed aluminum-racing seat. No homemade aluminum, plastic or fiberglass seats allowed. Seat must be fastened to roll cage, and not bolted to floor. Seat back cannot be mounted no further to the rear of the car than the rear edge of the quarter post.
13. One 12-volt battery must be enclosed in a metal battery box or marine type box behind the seat or in truck area.
14. Weights must be painted white with car number painted on them. Two 1/2” bolts, inside of car, must secure all weights. No weights allowed in driver’s compartment.
15. Bumpers must be in stock position. Rear bumpers may be capped to fender.
16. Frames may be “X” braced. Unibodies must be tied, rear frame to front frame.
17. All sharp edges, torn fenders and body panels must be repaired by next racing event.
18. All windows must be open, and minimum of three windshield bars in front of driver. Sun visor, maximum of 7”, may be at top of windshield opening. No mirrors in cars.
19. Quick release metal coupling on steering wheel is mandatory. No plastic couplings allowed.
20. Car numbers must be clearly marked 24” height with 3” width. Car number must be on both doors, plus front and back, painted in contrasting color. No reflective numbers.
BRACING & ROLL CAGE
1. A full perimeter 4 post roll cage with “X” brace in rear hoop must be used. Roll bar padding required in driver compartment. Fire retardant padding recommended.
2. Three door bars on each side must be used. Maximum 2” x 1/4” skid bars allowed from wheel well to wheel well - must be painted same as car.
3. A single front loop within confines of body and stock frame rails may be attached to the main roll cage. It is to be parallel to the frame and have a maximum of four uprights.
4. Minimum .095 tubing at least 1.666 inches outside diameter for cages and door bars.
5. No square tubing or galvanized pipe allowed. No squared off corners.
6. Roll cage must be securely welded to frame. Must have at least one cross bar in top halo of roll cage. Vent window bars required on both sides.
7. See “Safety” section regarding doorplates.
8. Fuel cell protection bar mandatory, mounted frame rail to frame rail, no higher than the fuel cell and inside the truck area. Maximum 1.75-inch pipe.
SUSPENSION
1. Must be original type suspension, some reinforcing is allowed (double nutting, washers, etc.). Must have stock trailing arms.
2. No after market suspension parts allowed. Add-on quick steer boxes are allowed.
3. Any shock may be claimed. Stock type shocks and springs, must be mounted in stock location.
4. Brakes on all four wheels must work, drum or disc combination. Must have full-fledged floater to run rear disc brakes. No brake shut off devices. No after market brake pedal assemblies allowed. Single OEM master cylinder only. No adjustable proportioning valves allowed.
5. No spacers, lumber or chains allowed. No screw jacks allowed.
6. Rear springs must be mounted over the center of rear axle.
TIRES & WHEELS
1. Stock (OE) passenger tires only. Maximum tire is 235/70 series or 60 series. Maximum 7 1/2” width. All tires must be of the same size.
2. No mud, racing or fancy, exotic, trick gumball tires allowed. No siping, softening, grooving or conditioning.
3. No stock wheels or mag wheels allowed. Steel spoke wheels or racing wheel mandatory
4. Maximum 8” wheel. 1” steel lugs mandatory.1/2" or 5/8" lug studs required on all four wheels.
5. Foam type or plastic mud caps allowed in right side only.
6. May use bead lock on right rear only. Maximum wheel width with bead lock is 8 ¾”. Must use steel bolts on bead lock.
TRANSMISSION & REAR END
1. Transmission must be OEM automatic with functional OEM torque converter and original bell housing, or OEM disc type clutch on manual transmission inside an explosion proof steel bell housing. No coupler or multi disc clutches allowed. No aluminum fly wheels. All forward and reverse gears must work be operational. Car must move forward, then backward on demand of Cresco Speedway Official. All clutches will be checked.
2. Scatter shields required on manual transmission, optional on automatics. May be constructed of ¼” by 4” steel, 270 degrees around flex plate or flywheel.
3. Full floater with disc brakes or 9” Ford rear end allowed but must be mounted like stock rear end for the make of car. Five bolt pattern only. Must have a 1" inspection hole in the center of the rearend.
4. Rear end may be welded.
5. No quick changes, no traction control devices, no truck rear ends.
ELECTRONIC/TRANSMITTING DEVICES
1. NO transmitting or listening devices.
2. NO electronic monitoring computer devises capable of storing or transmitting information with exception of tachometer.
3. NO digital gauges, timing retard controls or oxygen sensors allowed.
4. One 12-volt non-adjustable ignition box and coil allowed – must be mounted out of driver’s reach.
5. NO adjustable ignition control boxes; NO computers in car; NO electronic traction control devices.
6. Cresco Speedway has the right to exchange any MSD Box with one supplied by the Speedway if the MSD Box is suspected to be not within the intent of these rules. If the suspected MSD Box is found to be illegal, it will be forfeited to the Speedway, and the driver will be disqualified for the remainder of the season, and will loose all points for the year.
FUEL CELL, FUEL & CARBURETOR
1. All cars must have stock two-barrel carburetor, no Holleys. May remove choke, but no other alterations allowed.
2. PUMP GAS ONLY. No nitrous oxide, alcohol or performance enhancing additives. Cars will be checked on random basis.
3. Stock gas tank must be removed. Must use fuel cell in metal container (aluminum recommended) and must be securely fastened inside of trunk area, with a minimum of four straps. Check valve required.
4. No electric fuel pumps allowed.
5. Carburetor may be claimed.
MOTOR
1. The motor must appear strictly stock for model and make of car, and be in original location ,(GM to GM and Ford to Ford, etc).No limit on cubic inches.
2. No roller cams. No roller lifters. Roller rockers & tips are legal.
3. Must have cast iron 2 bbl intakes. No porting or polishing or alterations of any kind to heads or intake.
4. No headers. Must be cast iron manifolds. Exhaust must extend past firewall. Center dump manifolds allowed.
5. No aluminum heads or blocks. Aluminum water pumps are legal.
6. Accusumps and Accumulators must be mounted under the hood.
CLAIMING -- OUTLAW HOBBY CLASS
Motor and carburetor are separate claims. Anyone claiming motor may not claim carburetor, or shock and vice versa.
1. $325 plus exchange, with $25 to wrecker, on motor, flywheel and balancing plates.
2. Claim does not include; a. external oil resistors b. clutch, c. pressure plate, d. bell housing, e. exhaust manifold, f. carburetor, and adapter g. starter, h. motor mounts, I. sending units, switches for gauges, j. fan and pulleys, k. clutch ball, l. clutch arm, m. throw out bearing, n. dip stick, o. water pump, p. fuel pump, rod and plate q. distributor, r. plug wires, s. water outlet and restrictor, t. valve cover breathers. NOTE: Spark plugs stay with claimed motor and must not be removed during claim.
3. Carburetor claim is $50. Driver cannot claim carburetor and motor in the same event. Follow standard claiming procedure.
4. Shock claim is $30. One or all shocks may be claimed per event, counting as one claim.
